installing php-gettext using --with-gettext

I would like to install the following PHP module:
https://www.php.net/manual/en/gettext.installation.php

I've done as said in the documentation but it doesn't work.

_PHP_EXTRA_CONF="--with-gettext[=DIR]"
_PHP_EXTRA_CONF="--with-gettext"
_PHP_EXTRA_CONF="--with-gettext-dir=/usr"
