Make cleanup pm2 process task configurable

By task i mean a molecule task , the one of interest here is this
The task is needed as a hack(currently) by the molecule tests and the reveal-web stage environment, but it seems not to be needed for the thai deployment.

The goal here is to make running the task configurable with respect to which environment is being run.

Or even better investigate to understand the problem for which we need this task. This would either help know the condition to use in determining when to run this task or help us know how else better to fix the problem
