Drop buffer rings around Cemeteries (and probably golf courses too)

Cemeteries and Golf Courses are PARD facilities that usually don't provide much recreation and health value for families like traditional parks. Is there any debate to this assumption? Are there golf courses that have playgrounds?

For the primary heatmap that shows on load, we should probably start with these park types turned off. And their buffer rings should also be gone.
