Loop Version History and Release Notes

Allow authors to submit a separate section outside the description that describes the updates for a given release. Keep historical release notes so users can see what came in prior versions....and keep a version publish date for reference as well.

If I understand what you're asking for it's something similar to the Release Notes section here in Github, but for each individual Loop in the Loop Library. While this isn't technically an LDK concern, we'll just let that slide ;) I went ahead and created HELPS-2118 on your behalf, and we'll let you know when it's released!
