Creating BesluitInformatieObject duplicates documents

Current Behaviour

There are two cases when creating a BesluitInformatieobject (BIO) to relate a document to a besluit that is related to a zaak. These are:

1. The document is NOT already related to another zaak, and is thus located in the default folder. In this case the document will be moved from the default folder to the a zaak folder to which the besluit is related.
2. The document IS already related to a different zaak, and is this located in a zaak folder. In this case the document is copied to a new zaak folder.

However, there is a special situation for case 2: the document is already related to a zaak and the besluit is related to the same zaak. This causes a copy of the document to be created in the same zaak folder, i.e. the same document will appear twice in a zaak folder.
