In jm/omoo_test, the distributed OPF from NREL does not apply the correct %Pmpp still.

From what I recall %Pmpp does not just apply to the % of the max power from the PV. The relationship was somewhat complex, but further testing is really needed to be sure.

This also ties into how we should consider PV forecasting.
