I configured usercontrol to true using /etc/sysconfig configuration for a correctly configured wireless interface that can be applied by the administrator without any errors. I verified using wicked show-xml all that the usercontrol is actually set to true. I attempted /sbin/ifup wlp3s0 and /usr/sbin/wicked ifup wlp3s0 with the same error.
