Capturing efforts towards getting some of this running in Windows

Required Software:

  1. PostgreSQL and pg_config in PATH
  2. pycairo: install pycairo via corresponding .whl here: http://www.lfd.uci.edu/~gohlke/pythonlibs/#pycairo 2.1 then use pip install .whl

Install osgeo4w : http://trac.osgeo.org/osgeo4w/wiki
