Is your feature request related to a problem? Please describe.
Starting opendcs from nothing requires setting up a database, for the SQL database this requires a fair amount of manual setup. This is somewhat aliviated with the new Migration App system, however the Database engine itself shouldn't be exposed outside the pod/deployment/namespace

Describe the solution you'd like
A container that can handle initial database setup as well as future schema updates.

Describe alternatives you've considered
Ask the user to expose the database instance outside the cluster.
