add project property to jira on component provisioning event

Manual introduction of e.g. the component name needs to be done in Jira after the provision of a component.

Describe the solution you'd like
The Provisioning App should offer the possibility to enable the addition of a Jira property on project provisioning event.
This could be implemented by extending the quickstarters configuration and using the class JiraProjectPropertyUpdater.

Additional context
This feature is needed in the corporate environment to automatically configure the name of the release manager component for EDP projects.
