Install Windows en mode dev raises path length issue

Hi there!

I really enjoy OpenFisca-France-Data, but I recently encountered an issue.

Here is what I did:

I tried to install OFF-data in dev mode on a Windows 10 machine

Here is what I expected to happen:

Seamless install using pip install -e .

Here is what actually happened:

Did not install because of path lengths (in parameters).

Context

I identify more as a:

• Economist (I make microsimulations with real populations).

Je ne pense pas qu'il y ait un fix facile
Dans cette PR : #218 je documente dans le README ce comportement à l'installation, et suggère la page chez Windows qui indique comment lever la restriction problématique.

@pzuldp : cela me paraît la bonne façon de faire. Tu veux rajouter des infos similaires (ou un lien vers le fix) dans ce repo ou on ferme ce ticket ?
