Inconsistency in expenditures for insurance between BdF surveys #162

Average annual expenditures for insurance in BdF 2011 are 1,044€, 636€ and 486€ for respectively health, transport and other insurances. For 2005 it is 0€, 0€ and 108€, for 2000 0€, 0€ and 48€. We need to understand if there is an issue with the survey or if these expenditures are represented by other variables.

This problem is obvious when running the example "plot_regressivite.py" where the share of insurance taxes is close to 0 in 2000 and 2005.
