standalone WBT ArcGIS plugin option due to company firewall?

Hi,
I'm new to WBT and its ArcGIS plugin. It has functions that are very useful, but as yet I cant complete the script. Our company has a fairly strong firewall that blocks the plugin .exe for each tool. I will be working with our IT department to allow firewall access to the WBT exe. Failing that though, is there any possibility to make the WBT ArcGIS/Pro plugin standalone, with the py scripts downloaded? Is this the intention of the option to build WBT from source code (using the Rustup)?
