testlist.xml is reporting result 6 even when an IUT has passed the basic conformance class test

This problem was reported in opengeospatial/ets-ogcapi-tiles10#24.

However, also other test suites are affected by the same problem (e.g. ets-wcs20).

Thus, the root cause is located in TEAM Engine.
