There's some weird positioning thing happening here, inconsistently. It looks like the bar is still there, but it's behind the other content messages. I assume this is a position/float bug.

Ah, it's the container, with overflow:hidden on it. The editing pane is growing beyond it's normal size and that's causing the editing buttons to scroll out of view at the top.
