We failed to create a section to register "iss" and "iat" as top-level JWK Set Parameters (alongside "keys") in the JSON Web Key Set Parameters registry at https://www.iana.org/assignments/jose/jose.xhtml#web-key-set-parameters.

On the other hand, these parameters would be unlikely to be used in an unsigned JWK Set - especially "iss". Whereas "iat" might still be meaningful. And "exp" could be meaningful without signing as well. What do people think?
