[BUG] don't decrease current revision number when pod is pre-updating #1746

What happened:
When rolling update, we decrease current revision number in status whether pod is in-place updating or pre-updateing.

What you expected to happen:
Don't decrease current revision number when pod is pre-updating

How to reproduce it (as minimally and precisely as possible):
