As a marketing manager I would like to be able to systematically identify potential supporters and prepare curated emails with information relevant to them, in a responsible and GDPR-compliant way.
User stories for marketers
I can filter organizations down by whether an affiliated author has published with the OLH and by whether they are already a supporter
I can edit and manage potential supporter records securely
I can generate and customize emails from templates and copy-paste them into a separate email app or send them directly via Janeway
I can create and assign marketing tasks to myself or others, with status indicators about whether an email has been sent, reply received, etc., or if this is too difficult for the MVP, I can filter potential supporters by whether they have been emailed
I can easily include information about which authors affiliated with the potential funder are published in OLH journals
If I try to add or contact someone who has requested not to be contacted, I am not allowed

Context
Ethical: We know that the libraries we will contact are interested in shifting as much of their collections budgets to support open access as they can, and that they are in broad alignment with our mission, but have limited time and attention. We know that contacting them directly is a good strategy and saves them having to search for information related to us and our collective funding model.
Legal: Under GDPR, an organization can contact someone at another organization to solicit business if that person is known to be responsible for purchasing the services offered in the email, but the person has to be given a clear way to opt out of future emails and have any information about them deleted if they wish, except for information that needs to be kept to make sure they are not re-added to the list of potential contacts.
