Cobol check can't understand and suppress "USAGE SQL" #346

Every SQL statement in a COBOL program must be suppressed when compiling with GNUCobol.
Most SQL statements are already suppress/stubbed but USAGE SQL are not yet, and it results in compile errors in GNUCobol compiler.
