bulk-changes to materials automatically publishes the materials

1. upload a set of files to a course/resource under the materials tab (files appear as red meaning there is an unpublished revision - but the initial upload is published)
2. select a few materials from the list just uploaded
3. choose a bulk action: "modify information" and click execute
4. change the material type to "lectures" and continue on
5. the altered materials now have the latest revision published

   Just to be clear, I used "Zip Upload". The normal behavior is that files should appear in red, but not published.

   I used the checkbox to select all the materials I just uploaded. No problem at this step.
3. choose a bulk action: "modify information" and click execute

   I used the bulk action "modify information". No problem at this step
4. change the material type to "lectures" and continue on
   Susan T. comments:
   I changed the "Material Type" to "lectures" and clicked "next". Drupal displays the list of files and I click "Confirm". No problems at this step.
5. the altered materials now have the latest revision published
   Susan T. comments:
   The normal behavior is that the materials should have the material type "Lectures", but remain unpublished.

On open-beta all I need to do is upload a zip file and the contents of the upload are immediately published. The materials are still "red" but "published". They should be red but unpublished until explicitly published.

I tried doing a bulk-change to a material that was unpublished and it remained unpublished.
