Additional check: Check that fullName is given if any other name components are

The standard says: "Names should be provided in fullName, and may optionally be broken down in the familyName, givenName and patronymicName fields".

I think an additional check to warn people when they don't give a fullName would be useful, as it feels a likely omission (we've already had one example).

fullname is required as of BODS 0.4. So this is only an issue for previous versions.
