Companies on this list have either been fined (if Busse=Ja) or been debared from offering services in Switzerland (if Sperre=Ja) according to the Swiss Posted Workers Act (Entsendegesetz, EntsG).
For a description, see section ”Sanktionen” on this page (only in German). For the legislative basis, see article 9 and article 12 of the Swiss Worker Posting Act (Entsendegesetz, EntsG).
SECO publishies this list in PDF form (ugh), it is getting updated once per month. This seems to be from a different department at SECO than their international high-profile sanctions list, so it doesn’t appear to flow into their machine-readable list that OpenSanctions is already processing.
