[BUG] FTR E2E Action Always Failing

What is the bug?
Every test in the FTR E2E action is currently failing. This is probably because of some config issue, because the tests are passing on the FTR repo itself.

How can one reproduce the bug?
Steps to reproduce the behavior:

1. Run the FTR E2E action here, or see any of the current open PRs.

What is the expected behavior?
The action should pass -- I'd normally say "The action should behave correctly and return some successful tests" but this is part of a campaign to try and fix all of the actions here so I think the exit criteria should be a passing action.
