Implement 1-click release automation for the plugin

1-click release automation for this plugin so that it can follow the release cycle of OpenSearch.

Per the recommendation on opensearch-project/opensearch-learning-to-rank-base#33, work with @getsaurabh02 to get it set up.

Is this is a standalone component or a plugin that needs to be included in the distribution?
Please open an issue in opensearch-build using right template accordingly https://github.com/opensearch-project/opensearch-build/issues/new/choose
