Adapt promote-docker-image role to fit quay.io #78

We have a great role https://opendev.org/zuul/zuul-jobs/src/branch/master/roles/promote-docker-image. Now that we do not use dockerhub, but quay.io we need to write similar role using quay api (https://docs.quay.io/api/swagger/#!/tag/listRepoTags) to manage our images)
