Confusing warning message when attempting to remove vdev during a resilver #16897

Describe the problem you're observing

While a resilver was in progress, I got the following error message
all top-level vdevs must have the same sector size and not be raidz

I became worried that I would have to recreate my pool from scratch. However, after the resilver was finished I could successfully remove the vdev.
