create dockerimage with nls_length_semantics char #2485

Hi,

is it possible to set the nls_length_semantics to 'CHAR' somewhere and then create the image with buildContainerImage.sh?

i want to set the parameter of the installation in oracle xe since this cannot be set afterwards.
