Split the world by administrative region instead of rectangles

Main plan: figure out how Geofabrik splits planet.pbf into regional files https://download.geofabrik.de/technical.html I've been advised that osmium-tool is a great option to look at.

Alternate plan: figure out if I can download regional pbfs from Geofabrik within their limit. Probably won't work for the whole world due to bandwidth limits.
