Move from Franklin to some other content management tool, like Hugo.
Franklin is too specific, so it is harder to use. Also, if we use a more general framework, it is easier to find people to maintain, even if they don't use Julia.
It will also allow more mature themes to be used (haven't check Franklin themes in a while, might have improved).
Move the tutorials to Pluto format
It is easier to contribute using Pluto. We should still keep them separated in JSOTutorials (unless we hardcode them, which I hope to avoid).
I think https://github.com/rikhuijzer/PlutoStaticHTML.jl allows breaking it apart into HTML, or maybe markdown, and that can be pushed on the website repo.
Worst case, we can use the Pluto style of HTML, although I prefer to style the website uniformly.
Most important is making sure that the barrier to entry is small.
