Creating high level epics for the Bus ODD

Rationale

This issue is a follow up of
https://gitlab.com/autowarefoundation/autoware.auto/AutowareAuto/-/issues/1421. In preparation for the upcoming Bus ODD, we need to create high level epics covering the different modules (similar to the cargo ODD) epics.

Actions

The following epics should be created as a start (including the architecture diagrams):

• Bus ODD: Planning
• Bus ODD: Control/Vehicle
• Bus ODD: Prediction
• Bus ODD: Localisation
• Bus ODD: Perception
• Buss ODD: Data Gathering
