New Data Release: PUDL v2024.2.6

New PUDL data release, including 2023Q4 updates to the EIA860m, EIA923, EPA CEMS, and bulk EIA fuel price data. EIA923 only goes through November, 2023. The rest go through the end of the year.

The data release uses the version string v2024.2.6. Note that we've changed the format of the version string to use a 4-digit year, month with no leading zero, and a patch number rather than a day (the patch number just counts up releases within a given month) which seems to be the most common arrangement for calendar versions.

This version string and has also been used to update the stable branch and stable data distribution buckets, so it can be found in the AWS Open Data Registry at either:

• s3://pudl.catalyst.coop/stable/
