Unzip statics using 7zip instead of unzip

unzip has trouble unzipping files with non-utf8 file names on non-Ubuntu systems. 7zip seems to be fine however. Should uncompress use 7zip instead?

Should we let Gtfs-structures unzip or should we unzip ourselves in case we want to do additional processing?

I think in both case there might still be a need to switch extraction program.

I have given this a fair amount of thought, I do think that 7zip should be used. I think we should continue to handle the unzip ourselves, as many agencies (notibly SEPTA) have terrible procedures for GTFS zipping.
