Implementing multlingualism on Catenary Maps frontend

Currently, the standard for Mapbox does not support HashMaps or Vectors.

Catenary Maps by default should show the default language of the user and fall back onto the default agency language.

In polylinugal mode, the interface items will label the interface using multiple languages.
All stop / route information will be shown in all languages listed under the agency.

I am creating a list of every language we should support currently.
