POST /user/gpg_keys returns a 403 for GitHub app

I'm getting the following response when using a user access token generated by my GitHub App:

}

The app has the "read and write" GPG keys account permission, but it still doesn't work. I tried using a fine-grained access token with the same permissions and it worked. What am I doing wrong?
