Put up and tear down hooks, functions, or scripts?

I have a command line tool I would like to run via a .envrc file, however, I need to run with specific arguments exiting the directory which are different to those for entering.

I wonder if there is currently a feature that I could use two run these two methods?
I cannot see a way to run a command when exiting a directory from the docs.
