What does adoption of International Patient Access (IPA) look like in Australia?

If we are going to adopt International Patient Access (IPA) and we should. How do we surface that through HL7 Australia FHIR standards?

• We should definitely ensure that AU Base and AU Core are compatible, i.e. resources that conform to the AU realm can be accessed by IPA conformant clients from IPA conformant servers
• Do we just say it somewhere? that IPA is a really good idea?
• Do we define adoption through AU Core?
  • human readable conformance statement that patient access SHALL conform to IPA, or by
  • defining capability statement support, or by
  • importing IPA requirements into AU Core?
    • search parameters defined by IPA on each resource are supported in AU Core with the same conformance requirements (SHALL vs SHOULD etc.)
    • must support elements defined in IPA on each resource are supported in AU Core
    • operations defined in IPA are defined in AU Core
