Best Cloud Provider

I understand I need to create a service using a cloud provider as per https://github.com/abskmj/youtube-hls-m3u8 for stable and working stream links of Youtube live channels.

Can anyone elaborate the following general steps:

The general steps for any cloud provider would be to

Install NodeJS on the machine
Download the source code
Install the NPM dependencies
Start the server

Also any suggestion for both the provider and it's plan best suited for this purpose?
