Run project on windows 11 with VS Code and Docker Desktop by source code.

Hello to all
Unfortunately, I couldn't install and launch the project locally on a computer with Windows 11 and Docker Desktop. Please guide me step by step, how do I upload the project locally and then make the changes I want to the project and run it locally on my computer?

I also took action like the instructions below and did not get any results!
