Help debugging error in Windows GitHub Actions

Hello, I've recently had a GitHub Actions workflow failure when trying to run poetry install on the windows-latest image and Python 3.6. The same workflow with the same git commit succeeded 6 days previously (i.e., my repository didn't change, but maybe some dependency was updated). It also seems to get through this fine on ubuntu-latest. I've tried rerunning it and it failed in the same way. It's unclear to me what is at fault: is it poetry, my Python installation, or something with one of my dependencies? Is the PermissionError or the UnicodeDecodeError the salient thing that is happening?

Well, whatever the problem was appears to have resolved itself. Kicking off the workflow again today, everything passed. Since there was no new release of poetry, this suggests that the problem was either with the GitHub Actions Windows image (doesn't sound that likely) or with a dependency of my project that got fixed.

One idea I had but didn't get the chance to try was to up the verbosity (docs) of poetry to see when it was failing during dependency resolution.
