False positives that reappear

This is a bit similar to #884

Looking at the Brest bike parking integration, the issues that I marked as "false positive" reappear all at once every few months.

See this specific one for example: https://osmose.openstreetmap.fr/en/map/#source=448196&item=815x&issue_uuid=5c689884-3a59-4593-3022-6692ca86e8a9&loc=13/48.39707/-4.49021&level=1%2C2%2C3 I already marked it as false positive in the past. Almost all of the ones that show up on the map too.

This graph shows the initial (manual) sorting through all the issues (either fixing them, or marking them as false positives), and then each new up spikes are the false positives coming back. I tacked them a couple times thinking it was a "one off" bug, but as it keeps happening I figured I'd report it here.
