In office hours 2019-10-15 we expressed an interest in getting more people as contributors. We both need to get some initial people, and also need to [eventually] develop a process for nominating them.
My thoughts about governance are best capture'd by wix's model. I think whatever we do, we'll still have non-TSC contributors, so I don't think we need to block on that. I also think we should start seeing how things shape up.
I am deeply unsure about what the process should look like. I want to be able to discuss people in closed session, but that's contrary to my desire to have discussions public. Maybe the middle ground is to allow public nominations, and allow the TSC to chatter privately? Maybe we require unanimous consent?
I'm pretty sure how we use CODEOWNERS will evolve.
I'm tempted to push some code based config tool somewhere. That would let us have a clear PR trail for some of this. But let's not block on it.
