User should not create users with superior roles

And how do we define superior roles? Good question...but it does not matter, what happens is that a user with access to the users page can create another user with more access than he has. No sense in this...

Suggestion: when defining a role, the "Users" option checkbox should have also a multiple choice select box where that role can create/edit/delete users from chosen roles.
