Add CI/CD verification of P4-RT and P4-Lang specifications

Idea was spawned based on discussion of #389 and #424. Currently alignment between the specs is done by human analysis. We could benefit from automatic cross-checking if this is feasible. For example, check that a 0-length varbit as specified actually works.
