For the webhooks to be able to trigger builds for the right commit of a project, it needs the commit. Not every project uses the pure commit field as the version number when publishing a pact or verification. Supporting two separate fields will allow users to use their own version number format, while allowing builds to be triggered without having to reverse engineer the commit from the version number.
