Backport #7011 into stable2409 from dmitry-markin.

Introduce `SyncEvent::InitialPeers` message sent to new subscribers to
allow them correctly tracking sync peers. This resolves a race condition
described in
#6573 (comment).

Fixes #6573.

Emergency Bypass

If you really need to bypass this check: add validate: false to each crate
in the Prdoc where a breaking change is introduced. This will release a new major
version of that crate and all its reverse dependencies and basically break the release.

Closing. We don't need this in stable2409 as the issue doesn't manifest there due to present NetworkStarter.
