[feature] - auto focus in code outline panel

It was implemented for a while but due to how VS Code works internally it would constantly give focus to the Code Outline panel even if it was previously hidden or collapsed. See microsoft/vscode#48198 |

Show in code outlineBut it would be much more convenient if there is a switch
