Bug - [Nav] - Nav temporarily cover page content when resizing

Describe the problem
This bug was reported in slack thread

One of the RHOAI design leads noticed that the left primary navigation in the UI collapses slowly and temporarily covers the page. It should collapse instantly once a certain breakpoint is reached. Here’s a quick video to illustrate the issue.

How do you reproduce the problem?
This behavior is also seen in PatternFly components, such as this one.

Expected behavior
It should collapse instantly once a certain breakpoint is reached
