Use the demo service to support translators

Follow up from #13

I think we mostly just need to grant the correct permissions to the demo admin user. Not sure what these are, but need to translate interface + config and export to a langcode.po file.

To fully support this we may just need to allow the demo user access to install additional languages, otherwise they would be limited to the default language options.
