Mouse scroll down is working on Chrome but it is not working on Firefox, Internet Explorer.

Mouse scroll down is working on Chrome but it is not working on Firefox, Internet Explorer.
On chrome browser everything is working fine, but on other browsers only issue with mouse scroll down, its not working. When I debug the JS on the browser then I see only mouse up function is calling every time when scroll down or scroll up.

Did I miss something?
