Remove and replace with scripts the independent Github actions in Service Template:

Remove Publish Docker compose action
Remove Consul Config submit action
Replace above actions with scripts by just taking the script invoked in the removed actions
Invoke local scripts where actions were called
Scripts are to be housed in scripts directory in service template '/servicetemplate/{cookiecuttername}/scripts'
